Email to SMS

I'm writing a simple program to allow doctors to send out a text to remind patients that they have an appointment the next day. I've actually got it finished and working perfectly. Except for one hitch.

Anyone can send an email message to the SMS gateway for the cell provider. The provider will then deliver the text to the customer. Problem is - you never know who the provider is from the cell number.

Simple solution - send the email to all major providers and since I live in Canada the list isn't too long. Where I run into a problem is with Rogers. When I sent an SMS message to Rogers customers they receive a message saying "Welcome to Rogers Email to SMS. You have mail, but are not subscribed".

But worse still - if I send an email to all provider's gateway, and say the customer belongs to SaskTel, the SaskTel customer gets his text (thanks SaskTel!). However a few minutes later, that SaskTel customer gets a message from Rogers saying "Welcome to Rogers Email to SMS. You have mail, but are not subscribed". He's not getting one from Telus or Bell or Virgin.

Just stupid Rogers making my life tough.

Any suggestions on how to reliably get an SMS message to the right person without spamming all the providers?
