VS 2010 Zoom image. Hide excess behind background image.

First off, I am very inexperienced with VB.
I am making a program for printing ID badges. The user can select which mask(background) is used with the buttons on the right. They can then choose the subjects image. I am making it so they can "zoom" in or out of the image. This will make it much simpler for the end user because they won't have to crop the image to exact proportions to look good on the finished product.
I have an image box(subject) on top of another image box(background).
Basically, I need to figure out how to have the middle part visible with the subjects image, and the background visible. Then I need to figure out how to get a hand in there to be able to move the image around, and the zoom controls.
