MsOf07 Outlook Script/Macro to send email based on attachment name

The company I work for uses RSA soft tokens for remote access. When user accounts approach their expiration date, we send emails to users asking if they want to keep their access. Most say yes and that leaves anywhere from a few hundred, to about a thousand users that need new tokens distributed to them. Now, this takes a long time to do currently because you need to send an email to each individual with their new token file attached. This is where I decided to look for some help. I have some limited VB experience from college courses, but I have no idea where to start with this. Here is essentially what I need:

There is a folder on my hard drive where all the user's new tokens are stored temporarily until I send them as an attachment in an email. I'm looking to create a macro that will look at that folder, and send an email based on the the filename (which is the user's username), and attach that file. After it sends the email it would move on to the next file and next subsequent user. Ultimately it would be able to move that file after it attaches it to a different folder, but as long as it moves between files/users that wouldn't be necessary. If anyone has any ideas or if something very similar that I could tweak I would be very grateful. Thanks!
